how do they decide where to put the laugh tracks in TV shows (TV shows that arent live)?

you know, like dick van dyke, thats so raven, they all have them.

do they get real people and see where they laugh and then put the laugh track in there?

or do they just guess?

I think they have like "laugh testers" or they talk to the script writers. So like when they say this is a joke right here they'd insert the laugh track.
